SEt up a commitee or board with people like Tlp CG etc..to act as moderators and take care of abusive players etc,just an idea i think a good 1!

When someone gets too many votes then review them for a ban. |

type /mute playername and then hit enter...works very well, instant peace. Plus Ryan has already removed a couple of players' chat abilities for their bad behaviour. |
